    Setzer was hiding because he lost in gambling lol. The same happened to me. Needed around 40-50 tickets to get him while many non-banner gold crystals lied around. Luckily the 1st day I only needed around 10 tickets to get him. So total is 50-60 tickers to get 2 of him.
